
Leases and Permits performs a variety of administrative functions relating to leases and permits:
Agricultural Leases and Permits services include direct allocation of permits; recommending lease allocations for multiple interests through a joint scoring process; compiling lists of lands for advertising; checking for proper land use codes, classifications and legal descriptions; recording interested parties; preparing legal documentation and notification correspondence; requesting compliance checks by field personnel; recording investments in land improvements for recovery upon sale of land; handling lease/permit surrenders, assignments, transfers, deletions, consolidations, sub-lets, cancellations, changes (such as address, marital status); providing information to update the central Crown Land Registry System; updating Agriculture Crown Land System (an agricultural land use information management system); completing assessment change requests for distribution of grants-in-lieu of taxes; recording and maintaining chattel and land improvements; determining improvements to be sold or transferred; calculating rental and tax changes for leases; and reconciling accounts.
Park Land Leases & Permits performs a variety of administrative functions relating to vacation home lot permits and leases, miscellaneous leases, general permits (such as trap-line cabins, hay and grazing, community docks, etc.) and chief place of residence. Functions include initiating renewals; requesting compliance checks; preparing legal documentation and related correspondence; maintaining all aspects of the Crown Land Registry System respecting Parks Districts clients; and various other administrative activities involving updates to plans, lease/permit surrenders, assignments, collateral recordings, changes of address or marital status, deceased persons and discharge of collateral recordings.
Note: While CLPA will handle the administration of commercial leases, negotiations for commercial leases, as well as property management, (including authorizing site plan permits and costing for lot services) are not transferred to CLPA. In addition, the cottage lot draw program for newly created subdivisions is currently conducted in other areas of Manitoba Conservation and is not transferred to CLPA.
General Leases & Permits performs a variety of complex administrative functions relating to permits, leases, and licences including miscellaneous leases, general permits (such as commercial fishing or trappers cabins, lodges and out camps, communication towers, sign sites, winter roads), vacation home permits, vacation home leases, licences of occupation, and wild rice licenses. Also performs leasing services including circulation, marketing, negotiating, preparing documents and other activities relating to the lease of surplus government land and/or buildings and central management of records.
